SUBJECT: Consider Proposals Nos. 2 & 3 - Request from the Brentwood School District for a Permit to Hold Graduation Ceremonies at the Stadium [ACTION ITEM]

SUMMARY:

Proposal 2:  Outdoor Commencement Exercises at Brentwood Stadium

 

Date:  July 10, 2020

 

Time:  7:30 PM -9:30 PM/When Diploma Distribution has been completed.

 

Duration:  Approximately 2 Hours

 

Purpose/Goal:  Provide a traditional face to face graduation ceremony with social distancing and safety procedures in place.

 

Resources:  Police and stadium maintenance personnel used in the past traditional graduation ceremonies.

 

Will Brownsville Road need to be closed to all traffic?  PAR Buses rerouted?  No.

 

Covid-19 Compliance:  Open air/outdoor event with social distancing measures in place.  We have 90 seniors in the Class of 2020.  We will stage the seniors on Brentwood High School property distancing them 15 feet apart.  Seating on the stadium field will be 15 feet apart in all directions.  We will use more of the field space than we traditionally do, however the area of the football field is sufficient with our class size to maintain a 15-foot distance between all students and administrators on the field.

 

This will also be a ticketed event.  Each senior will only be allowed 4 tickets.  This will limit spectators to a total of 360 people.  We will assign seating areas (4 people per family) and the school district will place seating markers in the stadium where each family is to sit.  The distance between each family will be 15 feet (or within social distancing regulations one we get permission and access to the stadium to begin plotting seating).  Our calculations are that Brentwood Stadium seats 2,600 and we will only be using 1/6 of the capacity of the stadium.  Once seated spectators will remain in their assigned areas until the conclusion of the ceremony.  We will bring the students in at the beginning of the ceremony and process out at the conclusion of the event.  Using ushers, provided by the Brentwood Borough School District, families will be released one row at a time.  We will not use a live band at this event and all music will be played through the public announcement equipment rented by the school district.

Duration:  All Day Event

 

Purpose/Goal:  Provide a traditional face to face graduation ceremony with social distancing and safety procedures in place.

 

Resources:  Police and stadium maintenance personnel used in the past traditional graduation ceremonies.

If we are in the “green” phase, the current guideline calls for gatherings of 100 people or less.  We are proposing 5 full ceremonies with total occupancy of less than 100 total people in Brentwood Stadium.  We are estimating that we need 24 people for staffing and personnel for the event including 2 Brentwood Borough Police Officers as per our rental agreement.  We will invite 18 seniors per session.  We will limit seniors to 4 tickets per student which will total 72 spectators in the stands seating area.  There will be a grand total of 96 people in the stadium per event.

 

We are also proposing five sperate sessions. Each session will be scheduled for one hour for the ceremony with a 45-minute window in place for exit and entry.  All participants will be required to wear a mask and follow all state and local guidelines in place for the “green” phase.  Our estimations are that we will only be using 3% of the seating capacity in the stands which will be plenty of space for social distancing.  We will also assign seating areas.  Using ushers, provided by the Brentwood Borough School District, families will be released one row at a time.  We will not use a live band at this event and all music will be played through the public announcement equipment rented by the school district.

BUDGET IMPACT:

N/A - Brentwood Borough provides Police, Crossing Guards, and DPW during all High School Graduation ceremonies.
